Thanks for using the Apple Support Communities! I'm sorry to hear that you are having these issues with your iPhone. I'm a bit unclear on your exact configuration, but note that if you have iCloud Music Library enabled, you will not be able to manually manage (drag & drop) music on to your device, as mentioned here:
If you're a member of Apple Music or have an iTunes Match subscription, you have iCloud Music Library turned on. When you have iCloud Music Library turned on, you can't manually manage music.
