Make sure those apps have access to Photos here:
Settings > Privacy > Photos
If they do then try:
Quitting all apps: Double tap the Home button and swipe the app preview page up for each open app
then
Force Restart: Hold the Sleep/Wake and Home buttons and don’t let go until the screen goes dark and the Apple logo appears (no data will be lost)

Thank you, but I have tried everything mentioned and the problem is still not solved. I can open Photos from the Apps, but when I choose the picture to be uploaded, the screen just freezes and nothing happens even though I wait for so long. I can still press Home button though.

A force restart is different.
If you the force restart did not work and the apps have permission, then try wiping the iPod and restoring from an iTunes or iCloud backup.
If that does not work, transfer your photos/videos to your computer then wipe and restore again as a new device as the problem may exist in your backup.

- Reset all settings
Go to Settings > General > Reset and tap Reset All Settings.
All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.
- Restore from backup. See:
Restore your device from an iCloud or iTunes backup - Apple Support
- Restore to factory settings/new iOS device.
