Make sure your PC is running itunes 12.3.2
Turn ipad off connect lead to USB on your PC
Press & hold power button on ipad DONT let go.
Connect lead to iPad keep power button pressed down until PC sees ipad.
Then wait for restore .
You may need to do this more than once before it works .

Feb 26, 2016 8:23 PM in response to mie5959by LACAllen,Try another USB port, another cable, another PC. If your PC has both front and rear USB ports, use the rear ones as they are directly connected to the motherboard.
It's known to be a USB issue.

Check your security software and settings to make sure that they aren't blocking a connection to the Apple servers.
