If she signs in to iCloud with the same Apple ID as you use, she can use your storage plan. Family Sharing is for apps and content, not storage space.
You would add more storage for her iCloud account from her phone while she is signed in to her Apple ID.

Feb 26, 2016 3:31 PM in response to LACAllenby Karim Kassab,So the interesting thing - because indeed she has a separate Apple ID, is that when she is logged in under her appleID on her phone - anything to do with Icloud is grayed out. My assumption is because of the Family plan - but now I wonder.....since you said it is just apps and content.
Still in murky waters.
