For example: when you double-press the side button, does it first say "Ready" and then later say "Card unavailable" after you try to pay?

Check that you have followed the instructions here (note: adding a payment card to Apple Pay on your iPhone does not also automatically add it to Apple Pay on your watch):
- Set up and use Apple Pay with your Apple Watch - Apple Support
If you have already started that process:
- On your iPhone, in the Watch app, go to: My Watch > Wallet & Apple Pay > tap on the card. If a verification code is still required and you have received it, enter it when prompted.
Otherwise, either try removing and adding the card again or contact your card issuer for assistance with adding the card.

- Go to: Settings > iCloud - at the bottom of the screen, Sign out.
- Go to: Settings > Touch ID & Passcode - Turn Passcode off.
- Restart your iPhone and your Apple Watch.
- Sign back in to iCloud, turn Passcode back on and try again to add your card on each device.
