My ipod touch fell in water and I tried putting it in the rice but it does not work. Help

There is water in the screen also but it can't get it out what should I do

Probably have ruined the device. Make an appointment at the Genius Bar of the nearest Apple Store to see about a replacement. Water and electronics don't mix. The device will fail soon. I hope you have a backup and are prepared to purchase an out of warranty device.
