Q: Ipad not using default gateway

I have two different networks (192.168.1.0/24 and 192.168.2.0/24) interconnected via a router (192.168.1.1 and 192.168.2.1), both without further connections (no Internet). If I connect my ipad to any of them, I cannot reach the other one. My guess is that the ipad detects that there is no internet connection and then it does not use the gateway as default gateway for the connection, thus leaving the other subnet unreachable. I have tested this behavior with two different Ipads and one iphone.

Am I missing something?
