Q: what is local or private mode?
I'm trying to login in to a site I can easily access on my pc and I'm getting the message: "Oop! Check your setting to ensure that you are not in local or private mode and try again!
I've checked privacy and location - everything is set correctly. I don't know what "local mode" is.

'Private mode' is probably a reference to private browsing…
Turn Private Browsing on or off on your iPhone, iPad, or iPod touch - Apple Support
That mode doesn't preserve history or cookies etc. It can break some sites that expect to rely on those features.
Obviously it could just be an incorrect error from the site if you have Private browsing disabled - in which case contact the site.
Also disable any Safari extensions to see if a content blocker is altering how the site operates (you need iOS 9 for content blockers).
