Q: When I put in billing information all credit cards are being denied

MY Apple ID is saying I need to enter billing information. When I enter correct information it says it declined. I can't download anything on my new phone.

iPhone 6s, iOS 9.0.2

I assume your billing address is in the same country as where you reside.
