Q: "New Window" does not work well among multiple displays
OS X 10.11.3 (15D21)
I have two displays which are connected to my rMBP with Thunderbolt ports.
For ease of description, I hereby refer to the both displays as A and B.
Supposing an app (eg. chrome, finder) window has been launched in display A. Then I want to open another window in display B. So I right-click the app icon in Dock in display B and click "new window".
What I expected is a new window is opened in display B since I clicked "new window" in display B but the reality is a new window is still opened in display A.
On the other side, the same opertaion among different spaces(desktops) has no such situation. New windows are opened properly in spaces in which they are "newed".
Is there a bug in "new window" among multiple displays?

Here is how it works for me, and I assume for you as well.
If you have Chrome active in display A, but, say, Finder active in display B, when you open a window as you describe it will open in display A, as this is the display where the application is active.
If you have Chrome showing in the menu bar in both displays, then a new window will open in the display that has the active menu bar.
