There are many spoof virus popups that will occasionally try to encourage you to download something new which is itself a malware.
The first step to clean this mess up is to force quit Safari.
Then open TextEdit and create a short HTML file with it with the following contents:

<HEAD><TITLE>Test document</TITLE></HEAD>
<BODY>Test document</BODY>
Then use File menu -> Save As and make sure to save it to the desktop with a filename and a file type of HTML.
That file you can drag over Safari's icon. If Safari tries to open further tabs beyond the test document, immediately start closing those tabs with command-option-W.
Next you command-L and go to Google.
Then quit Safari, and it should be happy from there on out. Further information can't be given to you unless you tell us your operating system in Apple menu -> About This Mac.
