If you are trying to restore from the computer and iTunes, the restore button is on the Summary page after you select the iPhone in iTunes. There is a restore, and a restore backup. They perform two different tasks.
If you are trying to do something from the phone itself, you go to Settings>General>Reset, and from there, you can reset network setting, reset All Settings, or you can Erase All Content and Settings, which will wipe the phone and get you back to the Setup assistant, so you could restore an iCloud backup.
Can you explain more of what you are trying to do?
