What, exactly, is unclear?
Either the ipsw file you're trying to restore is unsigned / modified, or your computer can't communicate with Apple's servers to verify the signature on the file.
This most often happens when attempting to downgrade or install modified firmware (jailbreak) or when using a computer that has previously been used in an attempt to jailbreak an iOS device. It may also be caused by security, antivirus, or firewall software that is interfering with iTunes ability to communicate with Apple's servers.
