If you bought the devices used, then they would not be free.
If you did buy both devices new, but the apps are not free, try going into Settings->iTunes & App Stores, and singing out of your Apple ID, and then sing back in. This usually fixes the issues with the free Apps.

Mar 2, 2016 10:00 AM in response to Phil0124by sergeisbeard,I tried that a few times, but that didn't seem to fix it. Yes, i bought the devices new. I had already downloaded iMovie for free, so cant see why the rest are not.

Also are you using the same Apple ID you used when first setting Up the iPhone and iPad?
