For a company, there is probably a better way to do this, by using a profile of some sort. I know nothing about that so someone else will have to chime in. You could also ask in the iPad in Business and Education forum..

Mar 3, 2016 11:08 AM in response to tmfoughtyby SergZak,You cannot restrict the actual Settings app or you wouldn't be able to get back into the Settings. You can only enable/disable the available Restrictions within the Restrictions area (Settings is not an available Restriction).
