And FYI to all other folks reading this thread, zackattackkx250f provides a method where deleting the long alpha-numeric folder in ~/Library/Keychain resolves the problem. This is essentially the same as Freek Dijkstra, i.e., Apple Support's method.

Aug 21, 2015 10:49 AM in response to ibnabounaby oudenaardej,Holw cow… I've been having that annoying notification regarding iCloud's Keychain for a while now and had nó idea it was going to take all these steps just to turn it off. Thanks for the help though, I finally was able to get rid of it.
Really, for all the things I like about their products, their Cloud products are so not one of them.

I was able to use my phone to complete a keychain connection then turn it off on the MBA then go back to the phone and it asked to reset. As soon as i hit reset the keychain on the MBA turned off!!! It was fantastic!!! Thanks a lot for your time and the write up...

Open Terminal app, and type
$ rm -rf ~/Library/Keychains
Then, you restart your MAC and all good to go.
