1) check if your account is admin or not
2) if you are admin correct disk permissions with disk utility
3) remove /.Trashes and ~/.Trash with sudo rm -rf
4) if nothing works, create a new user with admin privileges, move on that all your stuff and delete your old user

Mar 4, 2016 6:09 AM in response to fatihcekicby JimmyCMPIT,SIP should prevent the need for the permissions, if your down to that something may be out of whack on the OS.
Also last time I directed a user to delete from the terminal I was reprimanded by a select group of contributors here for potentially causing a bigger problem.
You can't empty the Trash or move a file to the Trash - Apple Support
After that not working I'd say remove ALL external devices and flash drives, reboot into safe mode
and try to empty trash holding down the option key.
