Backup first
Then re-boot and hold ⌘R on boot.
Then select re-install OS X

create a new OS X account, with admin privileges (not a guest or standard account)
check if, in that account, you can use your trash correctly
if it can use the trash correctly, move there all your data from your old account, then delete it (the old account)
3 minutes required.

Time to re-install is dependent on the speed of the OP's internet connection.
It will take about as long as it took for the update to El Capitain.
