but transferring in that new account your data (yes you have to recreate your settings again but the data can be just moved) and deleting the old account will give you the same effect of a clean OSX install that is the only true procedure (plain reinstall will not solve it) that can solve your problem.
otherwise enter in your recovery hd partition, open terminal, type resetpassword and a window will open.
from that windows choose your hd, choose your username from the user list and press the last button that will fix the ACL of your home folder.
