Q: I CAN'T GET HELP FROM APPLE BECAUSE THEY DON'T RECOGNIZE MY IPOD SERIAL NUMBER AND I CAN'T GET THE IPOD POWERED ON.
I can't get help from Apple because their sign-on requires my iPod Nano Serial number and they don't recognize it. I was calling because I can't download from my iTunes to my iPod Nano but find I can't even get it to power up even though it is plugged into my computer. So I have 2 issues: namely 1. powering it on, and 2. downloading from my computer iTunes to my iPod Nano

Can you identify your specific iPod nano model, by "generation"? This document shows the iPod models

You can't do (2) unless you can do (1). So, work on (1) first... Watch the iPod's screen when you connect it to the computer's USB. Are you saying nothing happens? The screen does not come ON?
Do you happen to have a USB power adapter, like the type that comes with iPhone or iPod (or other device)? If you do, connect the iPod to the power adapter. What happens?
