With that said, the Region in the iPhone must be set to a Region that supports Apple Pay. i.e China.
Settings->General->Language & Region->Region Formats->Region

Mar 8, 2016 10:29 AM in response to Phil0124by ChrisJ4203,Interesting, as the document I linked from does not mention China. But, then, it wouldn't be the first time that two different support documents were in conflict.
In checking a little further, I see the Apple Press Release is dated December 18, 2015, and the date on the support document is December 8, which could very well explain the conflict.
