Mar 8, 2016 12:24 AM in response to NIKIANDby King_Penguin,If you bought the iPad used and it's locked to the previous owner's account you will have to contact him/her and ask them to remove the iPad from their account (nobody else will be able to do it, including Apple) : Turn off Find My iPhone Activation Lock - Apple Support

Mar 8, 2016 12:46 AM in response to NIKIANDby King_Penguin,You can't do anything, the person whose account it's locked to could try finding their id e.g. if they have any of the account's downloads in their iTunes library or If you forgot your Apple ID - Apple Support. To reset an account's password : http://iforgot.apple.com
If they still can't find it, an if he/she was the original purchaser of the iPad (i.e. they didn't buy it used), he/she could try going to an Apple Store (they should make a Genius Bar appointment if they do) or try contacting iTunes Support online (http://www.apple.com/support/itunes/contact/) and see if they can remove the iPad from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it.
