Could depend, based on this support document. Get help if you can't make or receive FaceTime calls - Apple Support

You can check here, Wireless carrier support and features for iPhone in the Middle East - Apple Support

But if the device is sold without FaceTime, you will not be able to add it. Can you not purchase a device is Sri Lanka?

Always buy iPhone where you will be using it in your country.

Chances are it will not. If it is a model made to be sold in UAE or KSA it will never support FaceTime, no matter where you are. If it is a model made to be sold elsewhere in the Middle East, chances are it will only support FT in the country it is sold, but not anywhere else in the world.

Buy the phone in Sri Lanka if that is where you intend to use it.

If you buy a new iPhone from an Apple authorized reseller in Qatar (carriers vodophone or Ooredoo) then it will have FaceTime as FaceTime is not banned in Qatar.

If you buy a used or gray market phone that originally was intended to be sold in a country that bans FaceTime, then such a device will never have FaceTime, no matter where you use it.  Since you would be buying the device used or from an unreliable source, there is no way to know whether it does or does not have FaceTime untiil you have it and turn it on.

No, the box won't say anything as far as I know.  As I said, if you buy from Apple or an Apple Authorized reseller in a country where facetime is not banned, then you will know it has facetime enabled.  If you buy used or gray market from an un-authorized reseller, there is no way to know what you are buying as there is no way to know beforehand what the original source of the iPhone was or where it was originally sold.  By definition a gray market reseller did not get their devices through normal Apple distribution channels, so you have no idea what you are buying when you shop at a non-authorized reseller.  Buying used is also an unknown situation, as a private seller can make any claim they want and you can only verify the validity of their claims, or lack thereof after you've purchased it.

If you want to know what you are getting for certain beforehand, then buy from an authorized iPhone reseller.

If the iPhone’s model number has AB or AE just before the / in its model number, it’ll only have FaceTime on a small number of networks, all of which are located in the Middle East; I haven’t seen any firsthand information on whether this applies to ones with the AH country code, but those iPhones come from the same region as the ones mentioned above.

The exact country of origin doesn’t matter. Even ones which come from Saudi Arabia and the United Arab Emirates, which ban FaceTime, will have it if they’re used on a network covered by the above criteria.
