Restart: Press On/Off button until the Slide to Power Off slider appears, select Slide to Power Off and, after It shuts down, press the On/Off button until the Apple logo appears.
Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10-15 seconds).
Restore: Connect your iPhone to iTunes on your computer, backup, and then select Restore to Factory

In Apple's ideal dream world. "Other" is deleted automatically. What the article fails to state is that a corrupt sync or corrupt files can cause "other" to grow out of control and they don't offer a solution on how to deal with it.

From other posts, that app seems to be causing a lot of these kinds of storage problems (with "other" storage). Supposedly there is a new version that fixes this problem. (I don't know for sure. I don't use WhatsApp.) If you have WhatsApp installed, I would delete it before doing the backup/restore that has been already recommended.
