Terminate the Safarii App by double-clicking the Home button and swiping up on the image of the Safari App.

If this doesn't work try resetting your iPad:

Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10 seconds).

I often have problems with iOS 7 and the biggest problem is app crash and screen frozen. So what I usually do is hold down the sleep/wake button and home button at the same time until screen goes black and see the Apple logo. This is the time where I can let two buttons go.

    Hope this help

I have this same problem.  Have tried both solutions (homepage double click and slide up safari screen) and resetting iPad by holding home button and sleep/wake button simultaneously until apple logo appears.  The same [scam] screen appears when Safari is started up.

I tried the Reset iPad method mentioned above. Didn't work; Safari just kept re-loading the bad website and froze again. Instead go to:

Settings > Safari > Clear History and Website Data

    and tap that option.

It will wipe out cookies and any tabs you had open. In this case, that's what you want.
