It seems like you're not seeing your apps update automatically on your iPad mini. The following Knowledge Base article provides some great initial steps for troubleshooting:
If an app you installed unexpectedly quits, stops responding, or won’t open
Restart the app
Close the app and open it again.
Restart your device
Turn your device off and back on.
Check for iOS and app updates
- Make sure that you're using latest version of iOS.
- Open the App Store and tap Updates.
- If updates are available, tap Update All.
- If asked, enter your Apple ID password.
You might need a Wi-Fi connection to update some apps.
Another step you may want to try is signing out of iTunes and then back in:
Sign in with a different Apple ID on your iPhone, iPad, or iPod touch
iTunes, iBooks, and App Store
- Tap Settings > iTunes & App Store.
- Tap your Apple ID. If you see the option to Sign In, you can change your Apple ID now.
- Tap Sign Out.

- Go to Settings > iTunes & App Store.
- Tap Sign In, then enter your Apple ID and password.

If you changed your Apple ID to share content with a family member or because you have multiple Apple IDs, try Family Sharing instead. With Family Sharing, you can link your family's Apple IDs into a group that can share purchases, photos, and more.

That is not the issue. As I stated in the original post, manually or automatically, the apps do not update.
If a manual update is made, the updates start off looking like they will update but it just stops and doesn't update.

Double click the Home button and swipe up all the preview panes until they disappear from the multitasking screen and only the home page is left. Click on Home once. Then do a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not lose anything. Then log out from the iTunes Store and log back in.

Mar 11, 2016 7:41 AM in response to elcpuby Vinny1955,I have tried rebooting the iPad, logging out and back in all iCloud accounts, however the apps still don't update.
The apps will start to update and the progress circle is almost complete, then it just stops.

If so you could also check Settings > General > Restrictions and browse through all the options there (many) or doing a Restore as the system could be corrupted. https://support.apple.com/en-us/HT201252

Mar 11, 2016 10:34 AM in response to Vinny1955by elcpu,I agree... A system Restore from backup takes me about 30-60 minutes. Has this issue been going on for long? There have been times when the App Store is unresponsive depending on your location but if it has been going on for days then it is something else.
It is possible (but not likely) that a restore from backup will bring back the corruption. If so your only choice would be to restore as New, far more time consuming as you would have to download all Apps and reconfigure settings from scratch. Let's hope that is not the case... Good luck

Mar 11, 2016 10:47 AM in response to elcpuby Vinny1955,Hello, yes it's been going on sporadically since iOS 9. It's rather annoying. I'm hoping iOS 9.3 will correct all the app update issues but I'm not holding my breath.
