Q: How do I send to the cloud?

How do I send previously downloaded shows and movies to the cloud to clear up more space for downloads?

MacBook Pro (Retina, 15-inch, Late 2013), iOS 9.2.1

iCloud is not really off device storage. It is a syncing service. It is designed to keep various content "synced" between devices. There really is no "keep it on the cloud only" option.
