Q: My icloud photo library is empty!!

What I'm baffled by is both my husband and I have the same phone (we take out new contracts at the same time) and we both enabled icloud on phone. My husbands photos are all there when he logs into icloud and as he too received the "you've got no memory left" message this shows on the I cloud storage capacity indicator. I was getting the "full" message but when I log in, I've used hardly any space. When I couldn't see my photos, I fiddled with the settings regarding uploading/downloading etc. I'm wondering if I removed the photos from the cloud. Is this possible? Where might they have gone? Some of the photos (50) have gone into my icloud photos/downloads but they are a random bunch of photographs, not my most recent so I'm guessing this is not my photostream as the lady from apple said she could see 300 in my photostream. I'm so confused but convinced that my photos must be out here somewhere.

Thank you. So the random photos that have been downloaded onto my computer must be from the library then? Why are they not in the library now? And where are the rest? It's so strange!
