I have a question to help. Current account positions using my Appstore in America, but now in my account was 1.91$, I do not have any way to use all that money to convert the position into Vietnam is Appstore. CASH OUT my balance

If you can't spend it then you can try contacting iTunes support and ask them if they can remove the balance so that you can change countries : http://www.apple.com/support/itunes/contact/- click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
