Mar 14, 2016 9:07 AM in response to SuzElizby elcpu,First charge your iPad for at least an hour. If still the same try Recovery Mode:
Connect the USB charging cable to your computer (just to the computer, not to the iPad yet).
Open iTunes.
Press and hold the power button on your device and don’t let go.
Connect the cable to the iPad while keeping the power button pressed down.
Wait until the computer detects the device and wait for it to restore.
Restore as New first and then restore from backup if desired.

If this does not work I would take the iPad to an Apple Store for evaluation as it is likely hardware related.
