Then click on "Turn off iCloud Photo Library". But again, make sure you have all the photos downloaded onto your Mac, Computer or iPhone.

i am not sure if it is saying storing it is in progress or just saying this is the setting there.

Mar 15, 2016 4:13 PM in response to Oreksby ManSinha,Optimize settings is well, a setting that the phone adopts when the storage starts getting full to reduce the space needed to store
In any case - the best advice for you - IF those photos are important to you - would be to additionally back them up either to a computer (Mac or PC) - be happy to walk you through the steps if needed - or something like OneDrive or Google Drive or Carbonite or an external hard drive
At some point the images on the phone are going to take up space as well and so another reason to have another place so to speak to put them into

Mar 15, 2016 4:19 PM in response to Oreksby ManSinha,You do not really need iTunes for that -
(Sorry I am a Mac user - so there may be a 10% fudge factor in what I am telling you )
That said - when you connect and give the okay for your phone to trust the computer - you should be able to download them to the pictures folder

That is when you import to iTunes and sync it with your phone
Remember though - when you want to get rid of them from your phone - you delete them the same way - uncheck them in iTunes and sync
All the best and please let us know if any more questions / concerns
