Can Safari be updated without updating the operating system

Q: Can I update Safari without updating to El Capitan
Safari can't be updated past 5.1.10 on Snow Leopard.
Lion can use Safari 6.1.6, and Mountain Lion can use 6.2.8.
Mavericks and above can use Safari 9.0.3.
Alternatively, you can switch to Firefox and stay on Snow Leopard.
