Q: When try to sync photos in Itunes, I am not given the option to select a folder

I understand that you need get some photos to your iPhone. I can help you out with that. 

Because you are using iCloud Photo Library, you will need to upload them. You can do this by downloading iCloud for Windows on your PC. Once it is downloaded and installed, it will create a folder that will have the same photos that show up your iPhone. Now if you are unable to install the app, you do have the option to upload the photos to iCloud.com. Doing this will also update the information on your iPhone. Take a look at the next link for more details on how to do that.
