Hello good people

I have a problem with my icloud settings please anytime i entered  my Appple ID it comes with the message that CANNOT SIGN IN,THE MAXIMUM NUMBEROF FREE ACCOUNTS HAVE BEEN ACTIVATED ON THIS IPHONE. Am the second owner of this phone to be precise.
