If you are having issues syncing your Outlook contacts and calendars with your iPhone, take a look at the troubleshooting steps below. Your profile indicates you are running iOS 7.1. Updating to the latest version of the iOS may help your situation.
If you can‘t sync contacts and calendars using iTunes for Windows

I just checked settings on my phone. It says I have version 9.2.1.
I have already done all of the steps indicated in the troubleshooting guide.
FYI, many of the related discussions pertain to users who utilize iCloud. I do not. I physically connect my phone via USB to my PC, which launches iTunes, and then the sync process begins. Except now, it doesn't sync even though it says it is doing so.
