Settings > General > Accessibility > VoiceOver
Then switch it off

Mar 18, 2016 10:32 AM in response to Camargo2by elcpu,Have you tried a Forced Restart? Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not lose anything.

I called Apple and they had me reactivate Siri. You will either have Siri or Voice Control enabled at any given time.
Siri, for me, was much more tolerant and has not ruined my workout thus far - Voice Control was an absolute nightmare to deal with!
