Q: get ios 8.4.1

I have an iphone 5s and it has the latest version ios since the download it is confused shuts off and on how do I load the old version back on the phone not having it on my desktop

iPhone 5s, iOS 9.2.1

You don't. That version is no longer signed. Put the phone into recovery mode or DFU mode and restore the current version.
