1 On your iPad to to iCloud.com using Safari.
2 Tap and hold the circular arrow at the end of the URL until "request desktop site" appears.
3 Tap request desktop site.
4Sign into your iCloud account.
5 Tap the Photos icon.
6 Tap select.
7 Tap the photos to download.
8 Tap download.
It's a number of step, if you get lost let me know and I'll supply screenshots.

I followed your steps and can only see those pictures uploaded from my ipads under iClould. The detailed problem is: i have two iPads, photos from both iPads can automatically upload into iClould, i can see them from the 'download' folder at iCloud in my desktop computer; But I have also a lot of photos from my computer which i want to import into my Ipads, what i did was, i put all those photos into 'download' folder under iCloud folder at my desktop computer, i could not see these photos thru your steps at my IPAD, i could not see these photos from my IPAD browser either, so my IPAD can't import or download these photos from the icloud folder. Pls. help.

You need to sync those photos directly from your computer to you iPads by following the instructions here:

Mar 19, 2016 2:13 PM in response to elcpuby bobseufert,If the iCloud Photo Library has been turned on I think it,s too late to sync using itunes. From the iPad User Guide,
“Note: If you turn on iCloud Photo Library, you can’t use iTunes to sync photos and videos to iPad.”

Mar 19, 2016 2:23 PM in response to lavender2008by bobseufert,Thank you. I thought all photos went to your iCloud Photo Library and was downloadable on any device. I'm not familiar with a download folder. I don't have a computer so I can't say for sure. Please download the iPad User Guide I listed above and go to the Photos chapter. Hopefully the info you need is in the iPad Guide.
