Q: Siri can't control phone functions

For about the last week or so (Probably since the last update) when I ask Siri to perform tasks that control the phone such as "Set a timer, Remind me, Set an alarm, Etc." she says "Sorry I can't do that right now". A restart fixes the issue temporarily but the problem comes back shortly after. When you have learned to rely on Siri for these functions it becomes incredibly annoying.

iPhone 6S 64GB

iOS 9.2 (13C75)

I Had same problem with 9.1.2, tried all these fixes suggested in this thread, problem returned. Went to Genius Bar and they reproduced the problem even after a reset. Claimed some hardware had failed and gave me a new phone under warranty. iPhone 6 with 128GB.

I am suspicious there is some app installed that corrupted something myself since this started only after installing 9.1.2 or it's a real bug in some driver in 9.1.2 itself. The hardware failure solution seems odd since SIRI does work for a short time for some things after a reset.
