It would be helpful to know what you did after you chose iCloud. Were you setting up over WiFi? when you chose iTunes, were you connected to the computer and was iTunes running? You have to supply details.

Actually, a description of the entire process that you went through is would the best thing to present here.

The message that you were getting about using iTunes meant that you would have to have had a backup in iTunes and you would have had to connect your iPad to your computer to restore that backup. The same holds true for iCloud. If you didn't have a backup in iCloud, then choosing that option would not have done any good either.

Unfortunately, if you did not have a backup from which you could restore, then you may have lost everything. I say "may" because I don't know if you had Phtoo Stream turned on or if you ever imported your photos and videos to your computer. I assume that you have a computer if you did connect to iTunes.

IMO, this is the best way to make sure that you do not lose the photos and videos that you take with your device.

Many people use iCloud Photo Library and photo stream, but they really don't know how to use them properly and they get into trouble when they rely on those options. It is a matter of personal preference and we all have to decide what works best for us. Here is a little bit of information about both.

Bear in mind if you choose to use iCloud Photo Library, you are not storing your photos in the cloud so that you can remove the photos from the iPad. If you remove the photos from the iPad, you remove them from the cloud as well. iCloud Photo Library is NOT for photo storage. It is used to keep photos in sync across all devices.
