I understand you installed an old app that caused your iPod touch to crash and now it continues to crash even though you deleted all the apps.
I'm not sure where it crashes now, during boot or if it gets booted then crashes as you use it but it seems that reinstalling the OS may be needed.
If possible, it's always good to backup first even if you deleted most apps, the built in apps can't be deleted.

Then check out this article for help reinstalling.

Mar 19, 2016 1:03 PM in response to Nubz N.by Apple4life.,Two things, one the app crashes while it's booting up, and before it can get to the title screen it crashes, and two the last time I tried reinstalling my OS I lost an app that was removed from the app store, and I don't want that happening again.

Thanks for using the Apple Support Community. If you have concerns about an app that may no longer be available on the App Store (and you are running a pre-iOS 9 version of iOS), you may want to see if you can transfer your app to iTunes, as outlined in the following article:
