That setting does not and never has existed on an iPad. IPads are cellular data only devices while SMS texts require a cellular voice channel device.
As Meg indicates, you can only send or receive SMS texts on your iPad by pairing it with an iPhone using iOS's continuity feature to allow your iPad to send and receive through the iPhone.
