    Try:

    - iOS: Not responding or does not turn on

    - Also try DFU mode after try recovery mode

    - If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.

    - Try another cable

    - Try on another computer

    - If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

If you don't want to use the Assistive Touch option, then you need to have the home button repaired. There's a tiny plastic nib which sits behind the button you press and on top of the contact which is depressed. That nib just falls off sometimes, causing the button to no longer "click". This can be repaired by an independent repairer if you don't mind forgoing any post warranty support from Apple. Or Apple can replace the entire unit with a refurbished unit.

Do you know how much it cost for it to be repaired at the apple store?

Apple will exchange your iPod for a refurbished one for this price. Price depends upon model and capacity. They do not fix yours.
