Since it is offline, you will not be able to track it, but you can set it to go into lost mode when it gets reconnected.

Mar 20, 2016 2:02 PM in response to mcrooster61by ChrisJ4203,If you had Find My iPhone active on the phone, you could log into iCloud to track the device normally, however you are saying the device has been cancelled by your carrier Verizon, so there would be no way for the device to connect to the internet, therefore it could not be tracked.
Apple does not take reports for stolen phones, and they do not block usage. Only the carrier can block activations, and if the device is blacklisted by Verizon, then it cannot be activated.
