Because you just took it off the charger... Why do you expect it to be shut OFF? Most users disconnect from power to use the iPod, so it should be ON.
It gets completely charged but will not stay on.1?
That's a completely different question... The cause is likely to be a battery that is worn out and not able to hold its charge, after it is disconnected from power.
Try doing a Reset (restart) of the iPod while it is disconnected

If it does not start up while disconnected, but it does when you connect it to power, the battery is probably bad.
