Mar 21, 2016 11:26 PM in response to ghostface72by ghostface72,Found this answer in another thread - solved the problem for my two iOS devices (iPhone 5S and iPad4) which I were unable to activate. PLEASE USE AT OWN RISK AND READ CAREFULLY!
1.Turn off your device
2. Go to icloud.com
3. sign in with the icloud account associated with your device
4. Click on Find iPhone
5. Click on All Devices
6. Click on your Device (the device you have trouble activating)
7. Click on "Remove" from account (DO NOT "ERASE" OR MARK AS "LOST")
8. Turn on your device and try to activate again
9. Once activated go back to settings and sign in to your icloud account and turn on find my iphone again

I tried your method, won't work. and I tried to connect to iMac , open iTunes. It won't work neither.

If you still cannot activate your iPhone, try using a different SIM, or contact your service provider or Apple Support.

Mar 22, 2016 12:33 AM in response to Spartan Traderby raimondogrova,I had the same problem with my iPhone the problem is iCloud so somehow you have to deactivate your location in order to do something with iTunes or to change something with your iCloud like remove it like the others suggest but if this method does not work then i suggest the iTunes method (go to iCloud and deactivate location ect...) and if it is still not working then contact apple . Hope it will work

Here are the methods I tried, after my iPad2 updated to IOS 9.3 and can't be activated.
1 - Tried to connect to iTunes in iMac, failed.
2 - Tried to remove iPad2 from iCloud.com, and restart my iPad2 to get activated, failed
3 - Tried to reboot the iPad2 a few times, failed.
I am looking forward to see if anybody can activate your devices , your help will be very appreciated.

Mar 22, 2016 1:13 AM in response to Spartan Traderby ghostface72,Dear SpartanTrader - I only shared a method that worked on my devices - but I guess there can be a lot of different errors going on right now (the one my method resolved is maybe only one of them).
I suggest that you continue searching the forum for support/suggestions on alternative methods, and/or contact apple support or just wait for the servers to not be so busy!

Mar 23, 2016 8:58 AM in response to Factasyby drsingh89,My issue with the Activation Server was that the phone is connecting to cellular and wifi but is not receiving or sending data. After updating through Itunes, the phone is still not sending or receiving data. And this is not a App incompatibility issue as even Apple's own services like ICloud or Server Connect are not working.
This is most likely a IOS 9.3 Bug that has been introduced with the update , could be a carrier setting update issue as well.
Hoping there is a update to resolve this issue...soon.
After contacting Apple Support, I was advised to do a complete backup and perform a Factory Reset.
