Q: unable to downgrade my storage plan

I assume you have more than the minimum 5 GB option (which is free).  Are you trying to downgrade according to this article:

iCloud storage upgrades and downgrades - Apple Support

Try downgrading from a Mac or PC also and see what happens.

Do you still have an annual plan by any chance?
