Q: not connected to wifi?

I am trying to email a video. I get the message, "over 100mb, connect to Wi-Fi" but the phone is already connected. How can I send it?

iPhone 4S, iOS 9.3

Most email providers limit the size of mail attachments, for instance Yahoo and Gmail is 25 MBs. You would have to upload your video to a web hosting service and then provide a link to it.

Well, it SAYS it's publishing but seems to be frozen. Now what? It's just a little 2 minute vid, and I've uploaded bigger before. I just upgraded to 9.3. Could that be the problem?
