I understand that you are currently unable to get your Notes on iCloud to sync across all your devices. I would make sure that you are running the latest version of iOS 9 on all your devices. I would also make sure that you have upgraded Notes on both devices. You should see the option to upgrade when opening the Notes app. Take a look at the article below for more details about this.
