Q: Upgrading from cracked iPhone 5s to SE

Hello. I was just wondering if I can do it. If my screen is cracked on my iPhone 5S, can I still upgrade upgrade to the SE? And regardless of its cracked or not, howll will I go about it? would I have to go to Apple Store? And if so, starting when? March 24th or the 31st? Sorry for all the questions. Thank you in advance!
